Request for Proposal PeopleSoft Upgrade Project Project Scope: The Office of Pensions, State of Delaware is seeking proposals from qualified vendors to provide services for upgrade of our existing PeopleSoft HCM environment from Version 8.8 to version 9.0 or higher. The successful Bidder will provide: Vendor must demonstrate experience in the implementation or upgrade of PeopleSoft HCM environments. Describe experience working with Pension Administration module of PeopleSoft. Vendor should describe company approach towards project management. Response should include any 3rd party software that vendor has used at other client implementations or upgrades. Vendor should describe experience or recommend process to be used to document business work flow within PeopleSoft environment. The response should include the process used to document the technical aspects of the PeopleSoft environment. The State has purchased UPK and On-demand software as the documentation tool for functional environment. The vendor should also include in their response their experience with the use of Business process maps. Vendor must demonstrate experience in the implementation of PeopleSoft delivered e-applications and the design of custom e-applications for previous clients. The response should include experience the vendor has had with past clients on the following topics: converting paper forms to electronic capturing of data, health care open enrollment, interfaces for small entities, automatic confirmation for on-line updates, automated password handling, and security of these applications from a web based environment. Vendor should describe experience and methodology they would recommend for the design for tracking and reporting benefits billing and all related accounts receivable transactions in a PeopleSoft environment. Vendor should describe recommendations for what should be included in the on going maintenance of the PeopleSoft environment. Response should include description of the process used to manage application of tax updates, bundles, and system patches. Vendor should describe system rollout methodology. Describe experience with application engine/xml technologies. The complete description of required services is included in the request for proposal.
Pre-bid meeting: The Office of Pensions will hold a Vendors’ Conference at 9:00 AM EDT on April 18, 2008 at the Office of Pensions, McArdle Building, Suite 1, Dover, DE 19904. Deadline for Submission of Proposal: May 22, 2008; 3:00 pm EST Selection Criteria: All proposals shall be evaluated using the same criteria and scoring process. The criteria can be found within the request for proposal. Interested vendors must submit proposals no later than the date and time in the Request for Proposal to Office of Pensions, State of Delaware, McArdle Building, 860 Silver Lake Blvd., Dover, DE 19904. Furthermore, it should be noted that the State of Delaware is not obligated to award the contract to those vendor(s) who submit the lowest bid, or receives the highest total point score.
